On the second stage of 0.9.2 Public test, we've changed the characteristics of several ships, having analysed their combat performance and taken player feedback into account. Such changes were required in order to carefully adjust the balance of selected warships. We'll continue to introduce changes in the updates that will follow, if deemed necessary.

American battleship Arkansas Beta, Tier IV:
  • The possibility to mount the "Ship Consumables Modification 1" upgrade is added.
Soviet cruiser Aurora, Tier III:
  • Turret traverse speed increased from 5.0 to 5.1 degrees per second.  
Soviet battleship Sinop, Tier VII:
  • Sigma parameter reduced from 1.55 to 1.50.
Soviet battleship Kremlin, Tier X:
  • Sigma parameter reduced from 1.85 to 1.80.

Aircraft:
  • Spotting range of aircraft carrier squadrons, Patrol Fighters, Catapult Fighters, and Spotting Aircraft decreased from 19 to 18 km (This characteristic determines at what distance the aircraft is capable of spotting an enemy).
The "Inertia fuse for HE shells" skill is changed as follows
  • With the skill, The boost to HE shell armor penetration will be reduced from 30% to 25% for Tier VIII - X ships
Due to the fact that the rule of 1/5 of the caliber was applied when calculating HE shell armor penetration on Tier VIII - X ships with 152-155 mm caliber guns, cruisers with 152 mm guns could penetrate the 38mm plating with the 30% bonus applied, which was extremely powerful. With this change, cruisers with 152 mm guns will not be able to penetrate 38mm plating. 
The armor penetration of some Japanese ships' shells is changed as follows:
  • Armor penetration of 100mm main caliber HE shells of Akizuki, Kitakaze, Harugumo, HSF Harekaze changed from 25 to 30 mm;
  • Armor penetration of 100mm secondary armament HE shells of Ibuki, Zao, Yoshino, Azuma, Kii, Shikishima, Hakuryu changed from 25 to 30 mm.
Now the armor penetration of these shells is aligned with the new HE shell penetration of Tier VIII - X ships with 152-155 mm caliber guns, the same as before the changes.
The armor penetration of secondary armament shells of German ships:
  • Armor penetration of HE shells from the 105mm secondary armament on Yorck, Prinz Eitel Friedrich, Scharnhorst, Scharnhorst B, Gneisenau, Admiral Graf Spee, and HSF Admiral Graf Spee increased from 18 to 26 mm.
The armor penetration of these shells became the same as that of other 105mm secondary armament shells on German ships.

Slava was the name of several Russian and Soviet ships, including a sailing frigate, squadron battleship, Project 26-bis cruiser, and Project 1164 missile cruiser.

A battleship design developed after the end of World War II (Project 24). The ship constituted a further development of the Sovetsky Soyuz class, intended to counter US battleships of the Iowa and Montana classes.
Slava Preliminary Main Characteristics:
Slava was one of the design variants of a Soviet post-war battleship (Project 24) that was intended to counter American battleships of the Iowa and Montana classes. In World of Warships, this ship differs from other Soviet battleships in that her speciality is long-range encounters.
* Nine 406 mm main guns with a stock firing range of 24.7 km. In contrast to other Soviet battleships, you can mount Gun Fire Control System Modification 2 on Slava and extend the firing range of her main battery to 28.6 km.
* Her combination of accurate main guns, weaker survivability compared to other battleships, and only one charge of the Repair Party consumable, means that it is sensible to primarily focus on long-range engagements.
* Decent concealment for her tier and ship type.
* Thanks to her permanent camouflage, she gets +100% XP and +20% credits per battle and enjoys a discount of –50% on the cost of her post-battle service.

On the 26th of February, the 15th Ranked season will begin. Battles will be held on tier X ships, without class restrictions, in the 7 vs. 7 format. Battles will be conducted in the updated "Arms Race" mode.

Key Rules of The Season:

* Format: 7 vs. 7 playing Tier X ships.
* Restrictions: no more than one aircraft carrier and three battleships per team. If there aren’t enough suitable ships to complete the teams, and the time the first player in the queue has waited exceeds 4 minutes and 10 seconds, then each team can be completed with up to four battleships.
* Rewards: up to 5,500 Steel, one Ranked Token, and many additional rewards.
* Mode: Arms Race.
* Maps: Trident, Warrior's Path, Sleeping Giant, Mountain Range, and Islands of Ice.

Rewards:

The League Flags reduce the cost of servicing your ships by 10% and 20% until the end of the Season.

Arms Race:
Arms Race is a battle mode in which special areas that provide buffs spawn on the map. If you can make it to a special area and activate it before your opponents do, your entire team will get a bonus to their combat abilities till the end of that battle. If you capture more than one of the same buff, the bonuses provided by them stack up.
Eight minutes after a battle starts, a Key Area appears in the center of the map. The diameter of this area then shrinks over time. The team that captures it will be able to quickly gain an advantage in points and ultimately win.

How do the areas with buffs work?

  • Each buff area activates 2 minutes after spawning.
  • When you enter one of these areas after its activation, you will receive the buff instantly.
  • If you are within a buff area together with any enemy ships at the moment of its activation, the team with the most ships within the area gets the bonus. If the ship numbers are equal, the area remains in an uncaptured state until the balance of power inside it shifts one way or another.
  • In addition to the buffs, each captured area grants victory points to your team and deducts points from the enemy team.

Which buffs are available?

Increased maximum ship speed and a faster rudder-shift time, as well as a reduced aircraft engine boost cooldown time:
  • +3% to the maximum ship speed and rudder-shift time.
  • −20% to the engine boost cooldown time of an aircraft carrier’s squadrons.
Continuous restoration of HP as a percentage of the maximum HP pool for ships or aircraft:
  • Restoring +0.03% of ship HP per second.
  • Restoring +1% of aircraft HP per second.
Faster reload time of the main battery and torpedo armament, or faster aircraft restoration time on a carrier's deck:
  • −5% to the reload time of the main battery and torpedo armament.
  • −5% to the aircraft restoration time.
Faster reload time of ship and squadron consumables:
  • −5% to the reload time of ship consumables.
  • −10% to the reload time of squadron consumables.
