Dockyard
Update 0.11.7 kicks off the construction of 
X Puerto Rico at the Dockyard. The ship is armed with twelve 305 mm guns placed in four main battery turrets. The cruiser's AP shells have good damage-dealing capabilities and enhanced ricochet angles. The ship also has a large HP pool and good armor protection.

The construction process at the Dockyard comprises 40 phases (all phases and missions are listed below). These shipbuilding phases can be completed by progressing through Dockyard combat missions or by spending 1,750 Doubloons to pass through each phase. The combat missions span Update 0.11.7, 0.11.8, and the first three weeks of 0.11.9. The Dockyard itself will remain in your Ports until the start of Update 0.11.10.
In total, you can progress through 34 out of 40 shipbuilding phases by completing Dockyard combat missions. Completing the 25th phase will reward you with 
VII HMCS Huron with a 6-skill-point Commander and a Port slot. The final reward is X Puerto Rico with the Ceremonial permanent camouflage, a Port slot, a Commander with 10 skill points, and a commemorative flag.

Puerto Rico Certificate
A temporary resource for the Dockyard event.
A Puerto Rico Certificate is issued if you have cruiser X Puerto Rico in your Port at the moment all shipbuilding phases are completed. Until the end of Update 0.11.9, the Puerto Rico Certificate can be exchanged for a bundle with 
doubloons, 
steel, or 
Research Points in the "Dockyard: Certificate Exchange" category of the Armory. If you have not exchanged your Certificate by the end of Update 0.11.9, you will automatically receive compensation in the form of 35,000 doubloons after the release of Update 0.11.10.
X Puerto Rico in your Port at the moment all shipbuilding phases are completed. Until the end of Update 0.11.9, the Puerto Rico Certificate can be exchanged for a bundle with doubloons, steel, or Research Points in the "Dockyard: Certificate Exchange" category of the Armory. If you have not exchanged your Certificate by the end of Update 0.11.9, you will automatically receive compensation in the form of 35,000 doubloons after the release of Update 0.11.10.If you already own X Puerto Rico, upon completing the shipbuilding you will receive a Puerto Rico certificate and special Armory section will be available to you. There you will be able to exchange the certificate for 35,000 doubloons, 33,000 steel, 63,000 Research Points or 
264,000 coal of your choice. Thus, for completing the shipbuilding you will be able to purchase any other available Tier X Resource ship.
X Puerto Rico, upon completing the shipbuilding you will receive a Puerto Rico certificate and special Armory section will be available to you. There you will be able to exchange the certificate for 35,000 doubloons, 33,000 steel, 63,000 Research Points or 264,000 coal of your choice. Thus, for completing the shipbuilding you will be able to purchase any other available Tier X Resource ship.You will be able to complete Dockyard combat missions even if you finish building Puerto Rico with doubloons. However, instead of shipbuilding phases you will receive 250 steel for each phase.

I think Phase 1, Phase 2 etc. should be changed to Chain 1, Chain 2 as I shared this on the NA Forums and everyone for some reason thought there were only 10 shipbuilding phases.
