Such a ship could have been built to take advantage of a large incomplete hull that could not be finished to its intended design due to naval treaties placing limits on main gun caliber. The Italian 203 mm gun was a very potent weapon for its time. The hull could have been refitted in the late 1930s with improved anti-aircraft and secondary batteries.
